     Cecil Edward Sanford Barclay was born on 13 November 1914.1 He is the son of Rt. Hon. Sir Colville Adrian de Rune Barclay and Sarita Enriqueta Ward.1 He married, firstly, Yvonne Eleanor Mutch Shenton, daughter of Sir William Edward Leonard Shenton, on 16 February 1939.1 He and Yvonne Eleanor Mutch Shenton were divorced in 1957.1 He married, secondly, Marcia Isobel Mary Macoun, daughter of John Horatio Macoun, on 17 January 1958.1
     Cecil Edward Sanford Barclay graduated from Magdalen College, Oxford University, Oxford, Oxfordshire, England, with a Bachelor of Arts (B.A.).1 He was educated at Eton College, Eton, Berkshire, England.1 He lived in 2003 at 44 Church Street, Eye, Suffolk, England.1
