     Richard Stuart Best, Baron Best was born on 22 June 1945.1 He is the son of Walter Stuart Best and Frances Mary Chignell.1 He married, firstly, Ima Akpan in 1970.1 He and Ima Akpan were divorced in 1976.1 He married, secondly, Belinda Janie Tremayne Stemp, daughter of Geoffrey Eustace Stemp, in 1978.1
     Richard Stuart Best, Baron Best was educated at Shrewsbury School, Shrewsbury, Shropshire, England.1 He graduated from University of Nottingham, Nottingham, Nottinghamshire, England, with a Bachelor of Arts (B.A.).1 He wrote the book Rural Housing: Problems and Solutions, published 1981.1 He was invested as a Officer, Order of the British Empire (O.B.E.) in 1988.1 He wrote the book Housing Associations 1890-1990, published 1991.1 He wrote the book Housing After 2000 AD, published 1992.1 He wrote the book The Inclusive Homes of the Future, published 1999.1 He was created Baron Best, of Godmanstone in the County of Dorset [U.K. Life Peer] on 4 June 2001.1 He lived in 2003 at The Homestead, 40 Water End, York, Yorkshire, England.1
