He married, firstly, Victoria Joan Simpson, daughter of James Simpson, on 21 October 1989.1 He and Victoria Joan Simpson were divorced before 1998.1 He married, secondly, Kay Rosemary Naylor on 2 September 1998.1
     Sir Charles David Burnett, 4th Bt. was educated at Harrow School, Harrow on the Hill, London, England.1 He was educated at Lincoln College, Oxford University, Oxford, Oxfordshire, England.1 He succeeded to the title of 4th Baronet Burnett, of Selborne House, in the Borough of Croydon [U.K., 1913] on 19 May 2002.1 He was an international insurance broker.1 He lived in 2003 at 25 Marloes Road, London, England.1
