     Reverend William Lewery Blackley was born on 30 December 1830.1 He was the son of Travers Robert Blackley and Elizabeth Lewery.1 He married Amelia Friedlander on 24 July 1855.1 He died on 26 July 1902 at age 71.1
     Reverend William Lewery Blackley was the originator of the scheme for Old Age Pensions and National Insurance.1 He held the office of honorary Canon of Winchester.1
