     Francis Campbell Ross Douglas, 1st Baron Douglas of Barloch was born on 21 October 1889 at Manitoba, Canada.2 He was the son of Francis James Boswall Douglas and Helen Blair Ross.3 He married Minnie Findlay Smith, daughter of William Smith, on 1 July 1914.3 He died on 30 March 1980 at age 90.4
     He was educated at Granton-on-Spey Grammar School, Grantown on Spey, Morayshire, Scotland.3 He graduated from Glasgow University, Glasgow, Lanarkshire, Scotland, in 1913 with a Master of Arts (M.A.)3 He held the office of Mayor of Battersea between 1922 and 1923.3 He was a practising solicitor in 1924.3 He was Member of the London City Council between 1934 and 1946.3 He wrote the book Land Value Rating, published 1936.3 He was Public Works Loan Commissioner between 1936 and 1946.3 He held the office of Member of Parliament (M.P.) for North Battersea between 1940 and 1946.3 He was appointed KStJ.3 He held the office of Governor and Commander-in-Chief of Malta between 1946 and 1949.3 He was appointed Knight Commander, Order of St. Michael and St. George (K.C.M.G.) in 1947.3 He was created 1st Baron Douglas of Barloch, of Maxfield in the County of Sussex [U.K.] on 18 April 1950.3 On his death, his title became extinct.4
