     Philip Ludwig Pfalzgraf von Neuburg was born on 2 October 1547 at Zweibrücken, Germany.¹ He was the son of Wolfgang Pfalzgraf von Zweibrücken and Anna von Hessen.¹ He married Anna von der Mark-Kleve, daughter of Wilhelm IV von der Mark Herzog von Kleve Jülich und Berg en Gelre and Maria Erzherzogin von Österreich, in 1574. He died on 22 August 1614 at age 66 at Neuburg an der Donau, Bavaria, Germany.¹
     He gained the title of Pfalzgraf von Neuburg in 1569.
