     Jocelyn Herle de Grasse Evans was born on 7 November 1880.1 He was the son of Sir Francis Henry Evans, 1st Bt. and Marie de Grasse Stevens.1 He married Blanche Ramsey, daughter of Judge unknown Ramsey, on 10 April 1907.1
     He was given the name of Jocelyn Herle Evans at birth.1 He graduated from Trinity College, Cambridge University, Cambridge, Cambridgeshire, England, with a Bachelor of Arts (B.A.)1 He was given the name of Jocelyn Herle de Grasse Evans at birth by Deed Poll.1
