     Reverend Cecil Mills was born on 17 November 1839.1 He was the son of John Mills and Sarah Charlotte Micklethwait.1 He married Anne Henrietta Frances Nicolls, daughter of Francis H. G. Nicolls, on 12 August 1874.1 He died in 1908.2
     He graduated from Oxford University, Oxford, Oxfordshire, England, with a Master of Arts (M.A.)1
