     Sir Cecil Gustavus Jacques Newman, 2nd Bt. was born on 9 June 1891.1 He is the son of Sir Sigmund Neumann, 1st Bt. and Anna Allegra Hakim.2 He married Joan Florence Mary Grimston, daughter of Rev. Hon. Robert Grimston and Gertrude Mary Amelia Villiers, on 31 January 1922.1 He died on 21 May 1955 at age 63.1
     He was given the name of Cecil Gustavus Jacques Neumann at birth.1 He was educated at Eton College, Windsor, Berkshire, England.1 He gained the rank of Captain in 1911 in the 1st Norfolk Yeomanry.1 He was educated at Balliol College, Oxford University, Oxford, Oxfordshire, England.1 He fought in the First World War.1 He succeeded as the 2nd Baronet Neumann, of Cecil Lodge, Newmarket, co. Cambridge [U.K., 1912] on 13 September 1916.1 He gained the rank of Staff Captain in 1917.1 He held the office of Justice of the Peace (J.P.) for Hertfordshire.1 On 23 January 1936 his name was legally changed to Cecil Gustavus Jacques Newman by Royal Licence.1 He was director of Woodcote Grove and Haling Down Estates.1 He held the office of High Sheriff of Hertfordshire in 1939.1 He was President of the National Association of Fishery Board between 1946 and 1951.1
