     Charles Ivens Buffett was born on 2 March 1914 at Norfolk Island.¹ He was the son of Peter Moore Buffett and Emily Gertrude Evans.¹ He died on 21 January 1995 at age 80 at Canberra, A.C.T., Australia.¹
     Charles commenced work as a junior clerk, Norfolk Island
Administration and was the only permanent officer. He held,
later, the positions of Registrar of Births, Deaths, &
Marriages; Registrar of the Norfolk Island Court; Registrar
of Companies; Collector of Customs; Lighterage Manager; and,
Registrar of Lands & Motor Vehicles. He was a Flight Lt.
(429087) with the Royal Australian Air Force, and served
during WWII in England, India, Burma, and Thailand. After
the war, he graduated as a Barrister-at-Law, and was admitted
to the Bar, Supreme Court of New South Wales. He later served
as Barrister to the Supreme Court of Cocos Islands Territory.¹ M.B.E. (1956). In 1959, he was appointed the official Australian
Representative to the Cocos Islands, and in 1966 to the Christmas
Islands. During his term there, he established the Christmas
Islands Broadcasting Station. From 1972-1982, he was the
