     Sir Richard Powell Cooper, 1st Bt. was born on 21 September 1847.1 He was the son of Henry Cooper and Ann Mason.2 He married Elizabeth Anne Ashmall, daughter of Elias Ashmole Ashmall, on 30 April 1872.1 He died on 30 July 1913 at age 65.1
     Sir Richard Powell Cooper, 1st Bt. was registered as a Member, Royal College of Veterinary Surgeons, London (M.R.C.V.S.) in 1868.1 He held the office of Member of the Staffordshire County Council between 1892 and 1913.1 He held the office of Justice of the Peace (J.P.) for Staffordshire.1 He held the office of Deputy Lieutenant (D.L.) of Staffordshire.1 He held the office of High Sheriff of Staffordshire in 1901.1 He was created 1st Baronet Cooper, of Shenstone Court, Shenstone, co. Staffs [U.K.] on 20 December 1905.1 He was Vice-President of the Council of the Royal Agricultural Society.1
