     Hugh Robert Everard Earle Welby was born on 27 July 1885.1 He was the son of Edward Montague Earle Welby and Sarah Elizabeth Everard.2 He married Dorothea Margaret Green, daughter of Charles Martin Green, on 19 October 1915.1 He died on 18 April 1970 at age 84, without issue.1
     He was Kenya –36 (Prov Commissioner of 1933, MLC 1934), Captain E African Forces WW I 1916–18, Div Coal Officer Mines Dept 1939–41, Major HG 1941–46 Admin 1911.1 Lincs 1937 ).1 He was Justice of the Peace (J.P.) (Parts of Kesteven.1 He graduated in 1907 with a Eton and Corpus Christi College Oxford Bachelor of Arts (B.A.) ).1 He was Companion, Order of St. Michael and St. George (C.M.G.) in 1936.1
