Persse was born circa 1793 at County Galway, Ireland.1 He was the son of Henry Stratford Persse and Anne Sadleir.1 He married Mary Ann Blake on 23 September 1835 at Galway, County Galway, Ireland.1 He died on 24 October 1845 at Rocklodge, County Galway, Ireland.1 He was buried at St. Nicholas' Cemetery, County Galway, Ireland.1
