     Charles Stuart Bayley was born in March 1854 at Florence, Italy.1 He was the son of Daniel Bayley and Isabella Frances Oakes.1 He married Sarah Constance Campbell, daughter of Maj.-Gen. Archibald Edward Campbell, on 18 December 1880 at Sibsagar, Assam, India.1
     Charles Stuart Bayley was educated at Harrow School, Harrow on the Hill, London, England.1 He was educated at Heidelberg University, Heidelberg, Baden-Württemburg, Germany.1 He was with the Bengal Civil Service in 1875.1 He was admitted to Lincoln's Inn in 1877 entitled to practice as a Barrister-at-Law.1
