James Innes Minchin was born on 12 March 1825.1 He was the son of James Minchin and Susan Mary Cherry.2 He married, firstly, Mary MacLeod, daughter of John MacLeod, on 24 September 1849.1 He married, secondly, Mary Duff Anne Dickson, daughter of Robert Dickson, in 1877.1 He died on 18 January 1903 at age 77.1
He was educated at Haileybury College, Haileybury, Hertfordshire, England.1 He was with the Madras Civil Service between 1844 and 1873.1 He was Member of the Council of India.1
