     Blake Raymond Pelly was born on 31 May 1907.1 He was the son of Reverend Douglas Raymond Pelly and Verena Noellie Herbert.2 He married Mary Pamela Laidley Dowling, daughter of Vincent Laidley Dowling, on 29 September 1938.1 He died in 1990.1
     Blake Raymond Pelly was educated at Wellington College, Wellington, Berkshire, England.1 He graduated from Emmanuel College, Cambridge University, Cambridge, Cambridgeshire, England, in 1928 with a Bachelor of Arts (B.A.).1 He was Aide-de-Camp to the Governor of New South Wales between 1937 and 1938.1 He gained the rank of Group Captain in the service of the Royal Australian Air Force.1 He fought in the Second World War in 1939, where he was mentioned in despatches.1 He was invested as a Officer, Order of the British Empire (O.B.E.) in 1944.1 He graduated from Emmanuel College, Cambridge University, Cambridge, Cambridgeshire, England, in 1950 with a Master of Arts (M.A.).1 He held the office of Member of the Legislative Assembly (M.L.A.) [New South Wales] between 1950 and 1957.1 He was chairman of Mary Kathleen Uranium Ltd in 1956.1 He was chairman of Rio Tinto Mining Company of Australia between 1956 and 1962.1 He was chairman of Unity Assurance in 1960.1 He was vice-chairman of Conzinc Riotinto Australia Ltd between 1962 and 1967.1
