     Octavius Pelly was born on 7 May 1823.1 He was the son of Sir John Henry Pelly, 1st Bt. and Emma Boulton.2 He married Justina Fisher, daughter of Holwell Fisher, on 7 January 1847.1 He died on 30 April 1904 at age 80, without issue.1
     Octavius Pelly gained the rank of Captain in the service of the 7th Madras Light Cavalry.1 He gained the rank of Colonel in the service of the Edininburgh Artillery Militia.1 He held the office of Justice of the Peace (J.P.).1
