Lt.-Col. Everard Stepney Milman was born on 2 November 1832.1 He was the son of Lt.-Gen. Francis Miles Milman and Maria Margaretta Morgan.2 He married Frances Elizabeth Clarke, daughter of Thomas Clarke, on 25 May 1865 at Marylebone, London, England.1,3 He married Grace Henrietta Hamilton Bell, daughter of William Bell and Elizabeth Kinnear, on 8 September 1874.1 He died on 13 February 1912 at age 79.1
He was Lieutenant-Colonel RA, FRGS, Governor Holloway and Newgate Prisons.1 He was Justice of the Peace (J.P.).1
