John William Howard was born on 18 January 1917.1 He was the son of Captain William Gilbert Howard and Hon. Agnes Caroline Sophia Parnell.2 He married Elizabeth Bligh Veasey, daughter of Captain Robert Francis Veasey, on 15 October 1949.1 He died in 1988.1
John William Howard was educated at Gresham's School, Holt, Norfolk, England.1 He gained the rank of Captain in the service of the 5th King's African Rifles.1 He fought in the Second World War, in Abyssinia and Madagascar, and was mentioned in despatches twice.1 He was with the Colonial Admininistation Service between 1939 and 1963 at Kenya.1 He graduated from Magdalene College, Cambridge University, Cambridge, Cambridgeshire, England, in 1946 with a Master of Arts (M.A.).1 He was with the Home Civil Service between 1963 and 1977.1
