Philim Robert Hugh O'Neill, 2nd Baron Rathcavan was born on 2 November 1909. He was the son of Robert William Hugh O'Neill, 1st Baron Rathcavan and Sylvia Irene Sandeman. He married, firstly, Clare Desire Blow, daughter of Detmar Jellings Blow, on 12 February 1934. He and Clare Desire Blow were divorced in 1944. He married, secondly, Bridget Doreen Coke, daughter of Major Hon. Richard Coke and Hon. Doreen O'Brian, on 3 June 1953. He died in 1994.
