Colonel Lord Brownlow Thomas Montagu Cecil was born on 27 February 1827.1 He was the son of Sir Brownlow Cecil, 2nd Marquess of Exeter and Isabella Poyntz.1 He married, firstly, Charlotte Alexandrina Mabell Curry, daughter of Edward Thompson Curry, on 27 August 1854.1 He married, secondly, Stella Randall, daughter of Reverend William Randall, on 11 May 1896.1 He died on 22 May 1905 at age 78, without issue.1
