     Philip Allen was born on 15 April 1823.1 He was the son of William Allen and Mary Salt Law.1 He married Frances Cocks, daughter of Lt.-Col. Hon. Philip James Cocks, on 7 October 1847.1 He died in June 1865 at age 42.1
