William Duncombe, 2nd Baron Feversham of Duncombe Park was born on 14 January 1798.2 He was the son of Charles Duncombe, 1st Baron Feversham of Duncombe Park and Lady Charlotte Legge.3 He married Lady Louisa Stewart, daughter of Admiral George Stewart, 8th Earl of Galloway and Lady Jane Paget, on 18 December 1823.1 He died on 11 February 1867 at age 69.2
He was educated at Eton College, Windsor, Berkshire, England.2 He graduated from Christ Church, Oxford University, Oxford, Oxfordshire, England, in 1820 with a Bachelor of Arts (B.A.).2 He held the office of Member of Parliament (M.P.) (Tory) for Grimsby, Yorkshire between 1820 and 1826.2 He graduated from Christ Church, Oxford University, Oxford, Oxfordshire, England, in 1823 with a Master of Arts (M.A.).2 He held the office of Member of Parliament (M.P.)
